I believe you are way over the limit with that setup! I suppose the WAP11s are about 30 mW, so 15 dBm. If you antennas are 15 dBi, that gets you to 30 dBm, or 1 W EIRP (as opposed to the 100 mW limit). Of course if you have loss in the cables it's a bit less, but still way over the limit.
