I think that's a distinction without a difference. If the government requires the collection of the funds, then it is a "tax" even if they don't actually collect or hold the money. The government controls the distribution of the funds, either directly or through regulations. It's a government program one way or the other.
Please keep in mind, I'm not saying you shouldn't use it...I would if I were in your shoes.
