Cogent? I remember when they offered 1Gb/$3k and the ISPs jumped on it, then they bumped it to $6k for 1Gb for ISPs. I thought they recently went to $4/Mb with the "We match any price". Although I didn't really like them when we were doing the servers/datacenter thing years ago, they have made some improvements to make themselves attractive.
