It IS part of the overall cost of an employee, just like the SS and Medicare match. It is money that the employer does not have available to pay the employee a higher wage.

Remember that unemployment is generally what you put in, to a point. The extensions that the feds put out are actually loans to your state that get paid back via unemployment taxes that you pay later. The system works as a basic safety net. I don't mind it..
