First, you need to tell us more about what you want to do. WHERE will the system be located? Cincinnati or elsewhere? In town, in the burbs or 10 miles out of town? What is the geography like there? Hills, flat, trees (how tall, what kind) etc.? What services do you wish to offer? Best effort DSL grade, Leased line replacements, backup circuits for fiber runs, etc.? What kind of a budget do you have? $500, $5000, $50,000? Are you an ISP already or is this a totally new thing for you (will you need web, mail and billing systems etc.)?
