That question is a quiet normal one for folks to ask, there isn't any 
particular motivation behind this.

Because IP Bandwidth is such a commodity product, a lot of folks will 
ask you such questions in order to determine what sort of product / 
package you are looking for. Many times they will ask you as to what is 
your budget for this ?

We are in very competitive Metro area's, we commonly use such dialog to 
negotiate with the providers.

There is a series of questions that the Bandwidth vendor has to get 
answers to so that they can determine what to propose to you.

... Are they pricing from their POP or are they going to have to 
purchase private transport to bring the Bandwidth to you ?

...Are you looking for small amount of bandwidth ? 10meg 20meg etc ? or 
are you looking for larger amount... 100meg or higher ?

If there is no 'private transport' involved, then paying $10 to $50 / 
meg for small amount of bandwith is not unreasonable (less than 10megs) 
and when you get to 100meg on a Gig E (Ethernet connection) then you 
should be seeing $3 to $10/meg, depending on the provider. For higher 
than 100meg commits, there a folks who will do $1 to $3 /meg.
