The reason is that you want to have targeted announcements.
You dont want to remind customers that are running reliably, that you 
constantly have problems on other parts of your network, when you need to 
notify those other parts of your network.

I also dont want customers putting themselves on lists, because I want to make 
sure they are only on the lists that will apply to them, and they might not 
have the inside knowledge to know which lists those are.  I also dont want 
competitors on the list, seeing info that isn't any of their business.
