That is your users library  under users there is your users name then in
that is desktop,documents,library. They want you to move it from the
main Library at /library to the main users library so its at
/users/username/library 

If you need further clarification let me know, I may have made it a
little more confusing that it was. You can also use a terminal and mv
folder ~/library.startupitems
