Don�t know as much about Witango as Apple, but my guess is they would rather , theoretically, give away the fabulous ide to gain a more profitable server sale. The market for application development is already saturated, and their chances at wide-spread adoption on the scale that would make giving the server away profitable are probably gone. Hence the only choice is to focus on a �boutique� market who appreciates a higher standard of quality and innovation.

I don�t think �cost� should ever be an argument for bypassing Witango. As it has already been emphasized here once, the cost of the server pales in comparison to the cost of development in the long run.  The fact that it is not widely adopted could certainly be a legitimate objection. But again, this is often overcome by the lower cost of development.
