I was not aware that this has also changed in upstream! So /etc/GNUstep
was also removed from upstream? I fail to find the respective commit on
http://repo.or.cz/w/wmaker-crm.git/shortlog/refs/heads/next though. Can
you give me a pointer?

Nonetheless, i still think that this is a very bad idea in light of the
uniformity of configuration file locations, if $HOME/GNUstep is not
adapted accordingly.

In principle yes, but this breaks the aforementioned predictability of
configuration file locations, as explained before. I'd suggest that
everybody involved thinks a little bit about this aspect.
