Windows uses shift-jis/cp932 for japanese environment, IIRC. Many japanese are using Windows. Small amount of *nix users are, but many of them are still sticking to use euc-jp/iso-2022-jp. TBH, I've never seen any real cjk user, who are using chinese/japanese/korean at the same time w/o any problem. So, it's not suprising as you said. [snip]
