I tested this and was also able to reproduce it. I will make sure that it
gets logged for development to address. In the meantime, I was able to use
workspaces to get the local system to open to "C:\IPAD betas".

Yes, Workspaces does indeed seem to find the correct local directory. I appreciate
that tip, and that'll certainly help until we get a bug fix.
