Place holder text is only required for textarea and text input: http://www.w3.org/TR/WCAG10-HTML-TECHS/#forms-specific.

The reasons are: it makes it easier to tab through inputs without having to read/hear the entire form, and; some assistive technologies can't find form's properly without it. It is a requirement (mostly) for legacy browsers, but I am aware of a recent browser for blind and sight impaired people that parses out labels and leaves only the input field. So without placeholder text forms make absolutely no sense at all.
