I am with Julie on this one.  Skip links if provided, should always visible
and top left.  This is where screen magnifier users first gain orientation.
If the links are styled off left, they will be of no benefit whatesoever to
them

I think in this case it would be a good idea to have both links, e.g.
something like:

<div class="skip">
<a href="#content">Skip to content</a> | <a href="#navigation">Skip
to navigation</a>
</div>

Hiding the links as suggested via positioning.
