The RSGB specify 3580 - 3600 for narrow band modes with the top 10kHz 
allowing automated stations.
They also specify USB dial QRG of 3580.15 for PSK31.

So that would seem to preclude 3580 because of existing PSK31 activity.

OTOH 3586 is going to cover most of the available RTTY bandwidth for 
non-automated stations so neither is perfect.

If the PSK31 activity really is at 3580.15 + DT then 3586 may be best.

I have little on-air experience because I hear very little on 80m due to 
severe local 24/7 QRM.
