Hello, all, here in region1, 3500 - 3580 kHz is reserved for CW. CW enthusiasts could potentially use higher portions of the band, but that is not done. They tend to stick to the lower portions of the band, but also consider those "theirs". A digital signal in the 3500-3580 range will, by some, be considered an unwelcome intrusion.
That 20 kHz segment 3560 - 3580 is particularly precious, as it is a contest-free frequency range (supposedly). Here in Germany, we have an entry level license class (call signs starting with "DO"). As far as short wave bands are concerned, the holders are allowed 160m, 80m, 15m and 10m only. These people can not retreat to the WARC bands (short of upgrading their license) if they want to pursue non-contest connections during contests. You asked for comments. Mine: A digimode expecting to see use in IARU region 1 does well to stay away from 3500 - 3580 kHz. The frequency range immediately above 3580 kHz has been used by PSK31 enthusiasts for a long time.
