That's going to run into considerable opposition from CW operators who regularly occupy this range for contests, IOTA and SOTA expeditions, state QSO parties, QRP, and QRS. These operators are mostly accustomed to respecting digital activity above 7070, but are far less likely to do so lower in the band. Also, let's be careful with the use of words. "Allocation" implies regulation by licensing authorities that carries the force of law.
