I believe 3576 - 3580 in the region 1 & 2 band plan is allocated to CW 
operation and is not for narrow band modes like JT65 & JT9.

In region 3 the current usage and the proposed options  all seem to be 
in an all mode section and there is no specific non-CW narrow bands 
section so there doesn't seem to be an issue there.

True but bands plans are there for a reason. Operators will go where the 
DX is in general. WSJT-X doesn't mandate the operating dial frequencies, 
in v1.4 you can change the default dial frequencies pretty easily.
