Hi Don,

I am a little surprised that it has taken so long for someone to have 
issues with OpenSSL libraries even after my prior instructions to 
install a known good and contemporary version into the Windows system 
directory. What does the following command print when run from a 
non-Administrator command prompt?

WHERE libeay32.dll
