ok, now I think I understand. I think you probably had WSJT-X running when you installed the OpenSSL libraries and they have got corrupted or one of them is missing. Try this:

1) shut down WSJT-X,
2) uninstall the OpenSSL v1.0.2p Light 32-bit libraries using "Control Panel->Programs and Features",
3) reboot,
4) install the OpenSSL v1.0.2p Light 32-bit libraries again,
5) try WSJT-X again.
