I restarted PC without loading startup items and still got the same
error. I didn't try Diagnostic startup. I will probably never run
WSJT-X on this laptop but thought it might be of some interest to try

HI Don,
Indeed, resolving this before we make the GA release of v2.0.0 would be
nice. My next guess is that some AV product might be interfering with
the OpenSSL install. Can you try booting into Safe Mode and try the
install of OpenSSL 1.0.2p Light (32-bit) from there please?
