I don't think this is a good idea. You would need multiple TIFF images  
for efficient access to lower resolution images. Thats not impossible,  
in fact a lot of sofware is doing that, but its more than a simple  
change of the file format. JPEG2000 has built-in support for efficient  
low resolution access.
