Probably just as well too, since in flat areas the telcos prefer to use
as flat a radiation pattern from their towers as they can manage. Doing
it that way reduces the transmitter power needed because they only need
good signal strength at ground level: power used to provide coverage
over the rest of the hemisphere is just wasted power.

Finland evidently gets better vertical coverage over towns than we do in
the UK: I've been at 3000ft (920m) smack over the middle of Huntington
and had no mobile signal at all.

IMO it would be a very silly move for the IGC to authorise the use of a
tracking system that can't operate up to the highest cloud base thats
likely over competition areas anywhere in the world. As Max says,
satellite tracking is the way to go.
