I guess it depends whether you want to track for spectator purposes or for
more practical purposes, eg to identify potentially outlanding aircraft.
For the latter, GSM / UMTS may be capable enough. I guess this is
irrelevant for UK users - I understand any use of mobile phones in flight
is still prohibited by OFCOM.

Amateurs attempting to track high altitude balloons tend to use low powered
radios on the 433MHz band in the UK, with a great deal of success:

I don't know whether this would scale to competition gaggles.
