Cell towers are clearly optimized for the horizontal plane:

But, this is from India, and patterns may well be different.  The text also 
alludes to power used for the antennas, which seems to differ by order of 
magnitude.

Max's point about single-packet protocols seems very valid.

Perhaps the para/hanggliders can be accommodated using a bridge that forwards 
information - if anyone likes to build and run one.
