According to the Roles and Responsibilities outlined by Apache
(http://xml.apache.org/roles.html), there are users, developers, and
committers. Users are those who use the product. Developers are those
that write the code and contribute as patches. And committers are those
who have the write authority to the CVS tree.
I don't have the complete list of all Xerces-C committers, but FYI here
are the committers that are ACTIVE for the past 12 months (i.e. have
checked in code changes to CVS).

There are absolutely more committers than listed above, but they may be
"inactive" since most of the developers / committers that write the code
are just part time, and volunteer basis. Since Xerces-C is an Open
Source Project, design decision should be based on votes by all users,
it's not something to be called by "maintainer".
