Anyone who is in group 'xml' on cvs.apache.org has the permission to
commit to any of the xml projects, they are not sub-classed in any
way. That would make 125 people... Most of them have only passing
interest in Xerces-C, since they work on the java projects.
However, as maintainer of Xerces-P, I *do* have a lot of stake in
Xerces-C, although I haven't chosen to commit anything directly.
