Looking on FontForge the kerning set by designers
for the combination of glyphs uni0423+uni0431.ital is -53. Previously
Peter reported a kerning value of -183. However, I don't know if the
units of measurement were the same, though.

It was Adam, who reported this value. Both values are not easy to compare. I think the units of FontForge are usually 1/2048th of 1em, of the width of m. The base is a design criterion. TeX has more and smaller units, for example the sp. 65536 of them give 1 pt.

Feel free to experiment with the value! Increasing the (negative) value puts the right character closer to the left one. Make it smaller saves more of the font's original kerning. Making it positive will separate the two adjacent characters and increase their distance with rising value. To me it looked OK, but I never read books or text in Cyrillic.

Other fonts also exist.
