One of the features of themable cursors is that you can change their size; the redglass theme offers a wide range of sizes. I picked the algorithm used to compute the default sizes by extrapolating from the default 16x16 core cursors which were designed for 72 dpi monitors back in the dark ages (hence the dpi * 16 / 72 formula).
