This will be documented in the "Power User's Guide" which will be released for V2.0 final. For now, please register your catalogs with XXE using the Options dialog box, tab named "Open". That is, do not use the undocumented environment variable named XXE_CATALOGS, instead use the documented Options dialog box. (There is even an online help now.)
