No, this directory has probably been created and then deleted by XXE.
See below.

Each time XXE converts a document, it creates a temporary directory
named "xxeZZZ" (where "ZZZ" is an automatically generated number) for
that purpose. In your case, this temporary directory is "C:\Documents
and Settings\{uname}.{domain}\Local Settings\Temp\xxe22945\"

After XXE finishes the conversion, it copies the generated PDF to the
user specified destination, in your case
"C:\tempo\ditafiles\{filename}.pdf" , and, whether the conversion has
succeeded or not, then XXE deletes the "xxeZZZ" temporary directory.

I think that FOP more or less silently fails to generate
"C:\Documents and Settings\{uname}.{domain}\Local
Settings\Temp\xxe22945\{filename}.pdf"
and because xxe22945\{filename}.pdf does not exist, XXE cannot copy it
to "C:\tempo\ditafiles\".

[1] Please try to convert your document to HTML to see if this works.

[2] If converting to HTML works, please try to convert your document to
PDF and after this fails, close the error dialog box and use the button
at the right of the status message
(http://www.xmlmind.com/xmleditor/_distrib/doc/help/statusTool.html)

Select the "Command Execution" log using the combobox.

Click inside the white pane.

Press Ctrl-A and then Ctrl-C to copy the "Convert to PDF" execution log
to the clipboard.

Then send me what's been copied by email.
