a) Not a problem because it should be inherited by the descendants of
the element having it. For example, when you use it for the document's
root element you are saying "This whole document is in XX lang".

b) oh, then you have to install the wanted spell checking plugins.
Options -> Install plugins (if I remember the English menus well ;)).
