Some countries (England in particular I know of) require learner
drivers to display "L" plates on the vehicle while they are driving.
"L" drivers have limited rights (here in Canada, although they do not
display an "L", they are restricted from major high ways, cannot drive
after dusk, cannot have more than X number of people in the car with
them, etc).
