bq. Is this really required ? as Resource manager is a much heavier class and
to just test a small part is it required to ensure everything else is
configured and working fine ? If its just one additional method at
default/protected package visibility then i think it should be fine right ?
I am not fan of exposing method with annotation @VisibleForTesting unless that
is really required. Here, there is option to simulate same test case refer
{{TestRMAdminService#testServiceAclsRefreshWithLocalConfigurationProvider}}
