IIUC, headroom is relax feature and blacklisting is strict feature which are
totally in opposite direction. If more head room is sent to AM, then it is fine
because there is no impact for AM's. Basically AMs can send more resource
request to YARN.
But in case of blacklisting, node count affects the AM directly and leads to
hang forever if node count is not proper. It is bigger issue than headroom.
