Discussed with [~sunilg] about this, I think it might be better to add a new
field to AllocateResponse which return per-partition #node, which will include
all partitions with #nodes > 0. Please let me know if you have any concerns of
this. (Didn't read all comments in the JIRA, apologize if it is already
discussed).
