bq.addApplicationTypesToProto api seems to indicate add and not set.
Oh, this api is used to merge Local to Proto. Renaming
addApplicationTypesToProto to addLocalApplicationTypesToProto may illustrate
more clearly. Just like in GetApplicationsResponsePBImpl.java,
addLocalApplicationsToProto api did
