We shouldn't be building a docker image by default when we build hadoop. We
should either write out a dockerfile that the user can use to build the docker
image or we should add this as a mode that can be enabled. But this shouldn't
be something enabled by default.
I don't see why it is necessary to create an incompatible change for builds in
this instance.
