Actually there seems to be a choice. If folks are okay, the other option is to
add a new API with more restrictions, something like {{GetAppsWithTags}}. And
then deprecate the current API.
BTW, getting this API right is very important because we have to keep the same
semantics for the historical applications too - YARN-925. Opening for apps for
everyone-by-default is worse with historical apps.
