Looking at the all the code changes required - proto changes/ additions, new 
Java API, new CLI commands, new REST API calls - does seem excessive to make 
the default restrictive. Further, the users need to switch too and given the 
REST API is probably going to be the most used, I don't see them moving away 
from the old API unless they want to filter by tags. 

[~vinodkv] - given all this and comments from Zhijie, Alejandro and Sandy, 
should we get back to our original approach of setting the default Scope to 
ALL, and have Oozie set it to OWN?
