Switching to a new API seems a little overboard to me for the purpose of
changing the default. I think the place that we most care about the default
behavior is when humans, not programs, are making these requests. And my
understanding is that 9 times out of 10 when a human is making a request like
this it will be through the command line, where we still can't change the
default behavior of "yarn app -list". Also, what would this mean for the REST
API? /ws/v1/cluster/fetchapp instead of /ws/v1/cluster/app?
