[~vinodkv], thanks for pointing the right jira. Per my previous 
[comment|https://issues.apache.org/jira/secure/EditComment!default.jspa?id=12766984&commentId=14380443],
 hopefully it makes sense to you the timeline service needs the default cluster 
ID. As the last patch doesn't affect logic of HA using the cluster ID config, 
we can separate the discussion if HA needs the default cluster ID or not in a 
separate thread to unblock this work.
