Cde Fundi et al, I am not a proponent of Neoliberal Agenda. However the question which all of you are not willing to engage (Economic one) who must finance these services. You see in the case of Electricity you have a National Utility (Eskom) and National Government that is responsible for Free Electricity Allocation to those Municipalities. Hence the same electricity has moved from conventional metering to pre-paid because some Municipalities just decide to guess what was the consumption over the previous months and punish the poor person. I am saying this because the very same City of Joburg run by the ANC has element which talks to spending of the allocation by the National Treasury through DPLG. It is not about educating or reeducating is about what the ANC said and based on Costed Figures as oppose to some thumb sucking approach. The ANC in the manifesto never talk to this propaganda which all of you are sawing. Hence the five priorities which if you have time you should go and look at. The issue of free basic services emanate from the expansion of the Resolution of the 52nd Conference and we have never went to the public and promise them free services including the Education. Tthe ANC has said we will ensure that no-school fee is increased to 60%. We have said we will create sustainable likelihood by rolling out infrastructures that will enable the provision of all services irrespective of the fact that it for Indigent or the other able citizens. What I want to further end my contribution on this matter is do you think Conventional meters resolve the issue of provision of Free Water? Because our experience on these meters is that there is no one who reads them but the Municipality or Agency estimate the rate at which you have consumed the water and send a bill, which Soweto residence will tell you of the experience around these bogus meter readings. Hence this continue misinformation of what the NAC Manifesto said should come to an End. Yes the Economic Summit deliberated on these matters and resolved but those things have not being made policies of the ANC and our Alliance teams are still working around them. Do not tell us what you here from grapevine and want to make that an ANC stand and what the ANC said it will provide to the poor. Lets read and engage from an informed position
You see you are not solving the problem by refusing an instrument that enable you to measure qualitatively that you said you will provide to people. In the same vein no one said those in porch areas should not have prepaid meters. Again the experience tell that instead our own people do to crime level does not provide access for meter readings and as such the Munics end up Estimating. Hence I am not convinced by any one of you as to your opposition to why the ANC led Municipality should not Appeal and why DWAF should not support that. Because at the core here is that we want to continue to provide these services and we need an instrument to justify that we said we will provide Because from all of you response I see no one attempting to answer the questions I posed and further no one is disagreeing with the provision of those services. The discourse is what kind of instrument should we measure how much was used freely in line with Indigent policy. Unless I am wrong you will clarify. The issue I said is whether this 50L is enough or not and no one seems to engage on that. I have asked the fact that 50L in a African family is not enough of which most of the Indigent customers of the City of Joburg are in this category. Lets then start a debate that will be in line with what the character of the ANC cadres should do. Formulate a position paper on the Review of the White Paper on Water and not make reference to UN guidelines. We have never even currently not being unable to provide solution to the problems facing our people. Lets as expected petition the review of 50L as minimum level of water provision and other primary energy services that is available.
