It just so appears that C.de Blade is a Minister and there is incompatibility between gvt posts and the sec general of Sacp, since, ex proviso 11 of the constitution of SACp. It would appear that being full-time entails that you hold no other job.

11. DUTIES OF THE GENERAL SECRETARY

The General Secretary shall be the leading National Office Bearer of the SACP and a full-time official under conditions of service determined by the CC. The General Secretary shall be an ex officio member of all party structures and shall:

11.1 Keep (or cause to be kept) the minutes of all CC and PB meetings and such other books, records and archives as may be required.

11.2 Attend to the correspondence of the CC and PB.

11.3 Maintain regular personal and written contact with all the provinces and keep the membership informed of the work of the CC and PB.

11.4 Ensure that members of the CC are kept informed of the work of the PB in between meetings of the CC.

11.5 Draw up (or cause to be drawn up) all reports and documents as may be decided upon by the CC or PB.

11.6 The Deputy General Secretary shall, as directed by the CC, deputise for the General Secretary in respect of all the functions set out above.

Blade 'safe from drunk dreamers'

SA Communist Party youth leader Buti Manamela has warned "drunkards" in his organisation not to attempt to unseat the party's general secretary, Blade Nzimande, at the national conference scheduled for next month in Polokwane.
 
Speaking to close to a thousand members in Rustenburg at the end of the party's Red October campaign, Manamela said those gunning for Nzimande and who want to change the leadership are "drunkards" who are "day-dreaming."
 
"We are going to the special congress of the SACP. We know that there are people who think they are going to use that congress to behead the general secretary of the SACP and will want to change the leadership of the SACP.
 
"It's a small minority. It's people who are dreaming while walking. It's people who live in fantasies. It's not going to happen," said Manamela.
 
He said the Communist Party's youth wing will ensure that Nzimande remains at the helm of the SACP at the party's congress, at which leadership elections will be held.
 
"Nobody will ever change the leadership of the SACP at the special congress. They will have to pass through us as the Young Communist League.
 
"We are not even worried because it's one or two drinking buddies who are either in bedrooms or boardrooms, and begin to discuss the leadership of the SACP," he said.
 
The youth leader said they were unfazed by the calls for Nzimande to quit and for changes in the leadership.
 
"We must say to them, keep dreaming, keep walking, keep being drunk - it's not going to happen.
 
"Come January next year, Blade Nzimande will still be the general secretary of the SACP," he said to the cheering crowd.
 
Manamela also slammed those who say that the SACP has acquired a lot of influence in the tripartite alliance.
 
"We will not allow our mother body, the SACP, to be pushed out of the alliance. We hope Cosatu holds the same view. Those who say the alliance is going to the left, where do they want it to go? Do they want it to go to the right?
 
"That's not what the alliance is for. We are not going to watch as people trample on it."
