I actually do think they are monitored (Mac BU for MS).  When I was having
Exchange problems (certificate issues) I reported it.  It was a fairly
unusual bug.  I was then later mysteriously invited to join the beta program
for EWS, and that particular bug had been fixed, and I was happy to confirm.

So it may seem like no one is particularly paying attention when you report
something that is fairly commonplace - your chances of being the one
acknowledged are small.  But I do believe they are monitored, and if you
find something unique, you may be called upon to verify.

That's my experience at least.  YMMV.
