Edgar,

This phrase is meant to convey that the person, along with whatever it was he 
is accused of doing, also betrayed the trust of people who depended upon him.  
Your 'own people' don't expect you to treat them badly, whereas foreigners or 
'enemies' should be much more cautious at having that expectation.
