It's Kafkaesque usage. For one thing all those people the dictators are murdering DO NOT consider themselves "their people". That's the very reason they are revolting in the first place... It's done as US and now apparently Aussie propaganda to instill a feeling that our wonderful government is different, that we only murder other people's people and would never murder us if we revolted. Which of course is nonsense. Our government would kill "its people" without compunction if we revolted.
