Yes, he has said that.  Often.  I believe too that he is one who can act from 
True Compassion.  That can still be considered "kindness", when it is received.

Others who are not awake cannot act from True Compassion.  They may act from 
kindness.  There is a difference.  Not everyone cares that there is a 
difference, but then not everyone is awake, or has been.

Until True Compassion will flower, one can recommend kindness, as variously 
defined.

This is my testimony.  I'm not blase about it, but just neutrally stating it.
