Carl,

if you are able to collect WMI data locally but not from another host, then 
either some essential windows service is disabled (RPC for example) or remote 
access is somehow blocked. Even if your windows firewall is disabled there is a 
chance that antivirus software is blocking certain remote operations (McAfee 
Virusscan 8.x does have this unexpected behaviour)

If you are stuck, why not install a fresh XP PC, disable the firewall, check 
that Remote WMI access works, and then install all other applications step by 
step  to see when WMI access fails.
