actually there is no
/usr/include/openssl directory at all. But for sure openssl is installed 
because when I did a rpm -qa openssl it returned 

[EMAIL PROTECTED] include]# rpm -qa openssl
openssl-0.9.8b-15.fc6

[EMAIL PROTECTED] m2crypto-0.18.2]# find / -iname 'openssl*.h' -print
[EMAIL PROTECTED] m2crypto-0.18.2]# cd /usr/include
[EMAIL PROTECTED] include]# ls
asm               initreq.h       libmsrpc.h      metacity-1  pppd       sound
asm-generic       libdevmapper.h  libsmbclient.h  mtd         python2.4  tcpd.h
crack.h           libgswitchit    linux           packer.h    rdma       video
gnome-python-2.0  libgweather     magic.h         popt.h      rpcsvc     X11
